Problems in healthcare are often extremely complex compared with those in other sectors, where the goods and services involved are far less varied, as are the processes and resources they require. Moreover, there is considerable uncertainty, and errors are often critical.
A wide range of problems to tackle ----------------------------------------
The first type of decision concerns where resources should be located and how much capacity they should have. Here are two examples of strategic decisions.
(i) Decisions about physical facilities: where should maternity units, imaging centers, and advanced-care units be opened? How large should they be, and what equipment should they have?
(ii) Policy decisions: who should be vaccinated, when, and against which diseases? When should screening campaigns be introduced?
